The theme of this year's volume of Canada Among Nations is the need for choices in Canadian foreign policy. In an environment of fiscal constraint, the necessity of choice is related to establishing priorities within the multitude of international organizations to which Canada belongs. If we can no longer afford to be a member of a large number of international institutions, which memberships will we uphold and on what grounds will we decide? Contributors have their own distinctive viewpoints and perspectives on where Canada stands in the community of nations and where the country's foreign policy priorities should lie.
