Kansas City, 1931. In January 1932, federal investigator Clayton Spengler arrives in Kansas City with a deceptively simple assignment: determine how former United States senator James A. Reed was able to reach the criminal world surrounding notorious underworld figure Johnny Lazia so quickly, and why that intervention succeeded when ordinary authorities had not.
Clayton takes a long-term room at the historic Hotel Savoy, expecting his investigation to last only a short time. Instead, the hotel becomes his home and an unlikely window into the hidden relationships governing the city.
There he meets Peggy Pierce, a discreet Savoy bookkeeper with an extraordinary memory for the people who pass through its doors. Peggy remembers faces, private meetings, telephone calls, dining-room habits, and names that seemed insignificant when she first encountered them. As Clayton begins reconstructing the kidnapping, her recollections challenge his assumptions about who was involved and who merely appeared to be.
The deeper Clayton investigates, the less straightforward Kansas City becomes. Convicted kidnappers tell conflicting stories. A mysterious reference to a banker raises new questions. Powerful attorneys possess underworld connections. Respectable financial institutions cross paths with notorious criminals. Police information may not remain inside police headquarters. And someone begins watching Clayton closely enough to know where he goes and whom he trusts.
Then history itself raises the stakes.
From the aftermath of the Donnelly kidnapping through the 1933 Union Station Massacre and the violence surrounding Kansas City's 1934 election, Clayton encounters a city where information can be more valuable than money and more dangerous than a gun. Each new event forces him to reconsider whether he is uncovering one conspiracy or something far more difficult to define.
As his partnership with Peggy deepens into something neither expected, the investigation becomes increasingly personal. Records disappear. Witnesses become vulnerable. Powerful men refuse questions. And the closer Clayton comes to understanding what happened in December 1931, the harder it becomes to determine whom he can trust.
