Most books about second passports are marketing. This one is not.
Paraguay grants permanent residency in about two years, and citizenship three years after that. It does not tax the foreign income of individuals. Its headline rates are ten per cent. The cost of entry is under USD 3,200 per adult, with no income floor, no deposit and no property purchase required.
All of that is true. It is also less than half the picture.
Paraguay ranks 150th of 182 countries for corruption. Its anti-corruption agency was abolished in December 2024. It has six tax treaties, none with the United States, the United Kingdom, Germany, Austria or Switzerland. Its courts are not somewhere you want to end a dispute. And the company structure most advisers recommend quietly taxes the foreign interest, dividends and capital gains you put inside it, under Article 6 of Law 6380.

The law. Law 6984/22 clause by clause: temporary residency, the twelve-month absence rule, conversion to permanent status, the twelve solvency categories of Resolution DNM 407/2026, the cédula, the SUACE investor route, naturalization, and every way residency is lost. Pre-2022 English-language sources describe a system that no longer exists - this book uses the current one.
